Lighting System
A. Has not been upgraded within the past 3 years or has poor lighting or is not controlled by occupancy sensors

A. Building water use and associated water and sewer bills are high

Heating System

Energy Management System (EMS) or Building Control System
A. Is outdated or does not properly control all areas of the building and all systems within the building or is inconsistent with other building EMS systems.
B. Has recently been upgraded and properly controls all building systems
Staff
A. Staff time is limited or they do not have proper maintenance training to efficiently maintain all building systems
